School maintenance fee

My daughter did entrance exam for 1st year while waiting to hear from another secondary school. On the day of the exam, we paid €100 school maintenance and €60 school blazer. A few days later we got word that she was accepted to the secondary school she actually wanted to go to. I contacted the first school to say that she would now not be taking the place and that it could be given to someone else. This was back in March. I´m still waiting to receive refund of school maintenance fee and blazer (either money or jacket). Where do I stand this with? They don´t return phone calls, answer emails and when I ring, it´s a different reason each time as to why I haven´t received it.
